2021 NAPE Election Results

Reg Anstey, Chief Returning Officer of the Newfoundland and Labrador Association of Public and Private Employees’ (NAPE) has announced the results for the 2021 election of the Union’s Secretary-Treasurer on behalf of NAPE’s Election Committee.

The results are as follows:

King, Trevor                          2530 (57%)

4424 ballots cast (6 spoiled)

Trevor King has been re-elected as Secretary-Treasurer of NAPE.

Trevor will begin his three-year term in June.

Voting took place via online/phone from March 24 to March 31, 2021. An independent third-party, Deloitte Canada, monitored the voting process and confirmed the results.

To ensure the election process is following public health guidelines, the vote itself will be run online/by phone. This will also ensure that all members, regardless of their situation, will have the ability to fully participate in this election.

We are working with Intelivote Systems Inc. to conduct your vote safely and securely. This Canadian company conducts votes for many of our sister unions and is a leader in the field. As an added layer of oversight, the vote process will also be monitored by an independent third-party – Deloitte Canada.

NAPE will never know how you voted – the electronic and phone ballot is encrypted and secure and guarantees your ballot is secret.

Your PIN, candidate info, and other important voting information will be sent to you by March 19.

At the close of nominations, Chief Returning Officer Reg Anstey and the Election Committee are announcing the following:

In accordance with NAPE’s Constitution, nominations are invited for the positions of President and Secretary/Treasurer of NAPE.

To ensure the election process is following public health guidelines, both the nomination process and the election itself will be run electronically/by phone.

These processes will also ensure that all members, regardless of their situation, will have the ability to fully participate in this election – both in terms of putting themselves forward as candidates and/or voting.

Nominees can share the link above with each potential nominator.

Each nominator must submit a form at the link above. At least fifty (50) members in good standing (must have a registration card on file at NAPE Office) must submit nomination forms for their nominee of choice.

The deadline for submission of Nomination Forms is 4:30 p.m. (NDT) on March 1, 2021.

2021 ELECTION OF PRESIDENT AND SECRETARY/TREASURER 

NOMINATION CRITERIA

Candidates running for the elected office of President or Secretary/Treasurer must meet the following minimal nomination criteria:

–          be a member of NAPE in good standing; must have a registration card on file at NAPE Office, and one who is eligible to run for the position under NAPE’s Constitution;

–          not accept a nomination for any other position being contested under a full membership vote process; and

–          have a total of not less than 50 NAPE members in good standing – must have a registration card on file at NAPE Office – fill out and submit an official nomination form.

–          pay a refundable nomination fee of one hundred and fifty dollars ($150) prior to close of nominationCheques will be cashed.

–          Candidate’s two-page pamphlet must be submitted by March 8 in PDF format.  It is the candidate’s responsibility to ensure that the information is accurate and complete.

ACCLAMATION

If not more than one nomination is received for the position, the Chief Returning Officer shall, at the close of nominations, declare the person duly elected by acclamation.

TIMEFRAMES FOR THE 2021 ELECTION OF NAPES

PRESIDENT AND SECRETARY-TREASURER (all times are NDT)

PRE-VOTE PERIOD

Election Call to be sent out by February 19, 2021.

Last day for Nominations is March 1, 2021 – 4:30 p.m.

Last day to submit nomination papers is March 1, 2021 – 4:30 p.m.

Last day to finalize the Voters’ List and provide a copy to the Elections Committee is March 8, 2021 – 4:30 p.m.  The Voters’ List may be modified up to 12:00 noon on March 30, 2021.

Last day for a candidate to submit his/her print-ready two-page pamphlet in PDF format to the Elections Committee for approval is March 8, 2021 – 4:30 p.m.

VOTING PERIOD

Members to be provided Personal Identification Numbers (PINs) by 4:30 p.m. – Friday, March 19, 2021.

Electronic/phone Voting commences at 8:00 a.m. – Wednesday, March 24, 2021.

Last day to receive Personal Identification Numbers (PINs) is 12:00 noon – Tuesday, March 30, 2021.

Voting ceases at 4:30 p.m.  – Wednesday, March 31, 2021.

Voting results released at 5:00 p.m. – Wednesday, March 31, 2021.

Last date for candidates to provide to the Chief Returning Officer disclosure of campaign contributions and expenditures is 4:30 p.m. – Wednesday, April 14, 2021.
